Model of a Letter to Anti Ragging Cell for giving report from college
To
The Dean of Students’ Welfare,
'name of university'
Sir,
Sub: Ragging Complaint filed by 'name and class of student of ragged'-Action Taken Report-Reg.
Ref:- Letter No: and date of letter received from University ragging cell
The incidence, that is the subject of the complaint of 'name of student and class ragged' occurred on date. It was started at time PM at the interval between two periods when the teacher of the former period left the class before the next teacher comes in. At that time when a final year degree student (name of ragged) entered into the first year degree class with an intention to call a girl from that class. She didn’t respond. But this resulted in a clash between them and quickly teachers entered the class and pacified them later the two groups of students filed a complaint on the issue and action was taken against 'name of who ragged victim'. Who encroached into the I Year Degree Class was suspended from the college pending inquiry as he has acted against the directives of the college, not to enter another class without permission.
At 'time' PM evening the college was let off and students were leaving the college. In the ground floor, when the students from different classes were walking in a group there was a discussion over the former issue between them, there was the exchange of harsh words among them and that ended in a group conflict. In this conflict students from different classes, I Year, II Year and III Year degree students were involved. Quickly teachers intervened and parted them. Representatives from different groups found to be present there at that time were called to the Principal’s office and they all agreed unanimously to apologize on the issue with no complaint on any other. The complainant 'name of complained' was not seen there.
Later at night, a relative of Azharudheen K informed me that he was injured in the conflict and is hospitalized. I visited the hospital and the doctors who were attending him revealed that they couldn’t detect any major injury.
On 'date' a complaint was received from him demanding legal action under the anti-ragging law. Quickly, after a primary inquiry the case was placed before the anti-ragging squad of the college for detailed inquiry and the complaint was forwarded to the local police station at 'place'.
The anti-ragging squad conducted a detailed inquiry collecting proofs and evidence from classmates of ................., those suspected to be involved in the case and many others witnessed the incidence. The findings of the anti-ragging squad is given in brief as below,
When the students were leaving the college, using very bad language by I year students provoked others. As ................. was in the front of the class there is the chance of him getting attacked. But as this was a group conflict, and students of different groups, irrespective of junior/senior classes were involved in the case, it is difficult to come to a conclusion whether the case can be marked as ‘ragging’. Moreover, the words given by ................. and his classmates are contradictory to each other. Similarly, evidences collected from witnesses and other groups of students are misleading. In this context, a final conclusion is very difficult and further inquiry is needed. The report of the anti-ragging squad was placed in front of the anti-ragging committee that met on 'date' in the college. The committee studied the report and approved the finding that the incidence is a group conflict and not ragging.
The final report was forwarded on the same day to Police for further actions.
